Refused surgery

Is it usual for an orthopedic surgeon to refuse a knee replacement operation because patient has patches of psoriasis?

It is certainly usual, or common, for patches of psoriasis to be taken into account during pre-operation health assessments. Before my hip replacement my psoriasis was assessed before they decided to go ahead with the operation.
